SUMMARY

Under the supervision of the Manager of Resident Service, the incumbent is responsible for providing comprehensive services to all Public Housing Residents of each Authority. Carry minimum case load of 50-75 clients per year of the grant; making sure to serve all residents. As Coordinator of the ROSS program, the incumbent employee is responsible and accountable for carrying out all assigned duties as required by HUD and THA for this grant. The incumbent is responsible for assisting Manager of Resident Service identifying potential grant sources, community partners for leveraging the grant funds for each year for all activities with THA residents.  Considerable knowledge of HUD regulations is necessary for the employee in this position and or learning the HUD regulations within a timely manner in order to execute the function of ROSS Coordinator.

SOME ESSENTIAL FUNCTIONS

•Plans, develops and implements comprehensive services for Public Housing Residents of all Authorities as outlined in the ROSS Grant HUD program.

•Coordinates monitors and make reports as required on the ROSS Program.

•Works with the DFCS, and other local social service agencies in coordinating the program, reviewing status of cases, and resolving problems.

•Coordinates activities and events along with the assigned Resident Service coordinator that focus on self-sufficiency and youth educational success.

•Responds to resident referral from Property Management Staff.

•Conducts safety and wellness checks especially the elders/disabled and those referred by agency staff.

•Attends Resident Council, Family Connection, PCC meetings and other agencies meetings and disseminates information and updates on basic needs programming.

•Prepares requisitions as needed.

•Ensures all files, reports and paperwork are complete and accurate before given to Manager of Resident Service for review.

•Performs general office tasks such as answering the telephone, responding to inquiries and preparing written correspondence checking for accuracy before filing and or giving to Manager of resident Service.

•Responds to residents, staff and the public’s inquiries in a courteous manner, providing information and resolving complaints in an efficient, professional and timely manner.

•Attends departmental staff meetings.  Performs other related duties as assigned.

•Attends training sessions offered by HUD, GAHRA and other agencies.

KNOWLEDGE, SKILLS, AND ABILITIES

•Knowledge of the general operations and procedures of a Public Housing Agency (PHA).

•Knowledge of Public Housing regulations and policies

•Knowledge of case management practices, documentation and procedures and area social services

•Knowledge of federal, state, and local laws regulating the ROSS program

•Knowledge of modern office equipment including copiers, personal computers, mainframe terminals, calculators, facsimile machines, etc.

•Ability to work independently to plan, coordinates, and implements programs and activities.

•Ability to establish and maintain effective working relationships with co-workers, consultants, residents, the general public, local social service agencies, HUD, and local, state, and federal officials.

•General knowledge of drug and alcohol abuse and gang problems.

•Ability to work in less-than-ideal conditions, e.g. noise, high traffic areas, etc.

  • Ability to effectively communicate to residents; and articulate to community partners professionally at all times.

Preferred Education, Minimum Education, Training, and/or Experience

Preferred:

•Graduation from an accredited four-year college or university with major course work in Sociology, Social Work or Human Services, or related field. Two years’ work experience.

Minimum:

•Associates Degree: two years related experience or training; or equivalent combination of education and experience in case management having three (3) to five (5) years’ experience in a social service agency or a related area, with hands-on case management experience

•An equivalent combination of education, training, and experience which provides the required knowledge and abilities may be considered sufficient. Previous public housing experience is highly desirable.

•Working knowledge of HUD rules and regulations.

•Ability to interact with person from a very diverse background, including Public Housing residents and representatives from local agencies and organizations who provide services to Public Housing residents.

•Must possess an FSS/ROSS Certification or obtain within one year of employment.

Physical Requirements

•Must be physically able to operate a variety of automated office machines including computers, copiers, printers, calculators, etc.

•Must be energetic and able to work, move, or carry objects or materials such as files, computer printouts, reports, calculator, office supplies, move, and lift and or carry objects 50 to 75 lbs.

Must be able to provide regular home visits to ensure resident participation

•While performing the duties of this job, the employee is regularly required to stand; sit, walk, use hands to finger, handle, or feel; reach with hands and arms and talk or hear.

•Employee is occasionally required to climb or balance; stoop kneel, crouch, or crawl.

Salary Range: $38,000 – $50,000 plus benefits (Grant Funded Position only 3 years, longer if funds remain available). Salary is negotiable with education and experience.

The Executive Director is responsible for the administrative and professional work involved in the planning, direction, coordination and management of the East Georgia Housing Authority Partners’ low-income housing and redevelopment programs.

The work involves the responsibility for planning, organizing, and directing the operation of all existing public low-income housing programs and any new programs as directed by the United States Housing Act of 1937, as amended, and the Housing and Community Development Act of 1974, and other federal legislation. The duties also include serving as Secretary/Treasurer of the Board of Commissioners and Contracting Officer for the Housing Authority. Performance of Duties requires application of executive skills; extensive knowledge of public housing, finance, and accounting, as well as the ability to research and evaluate new sources of housing assistance. Direct supervision is exercised over administrative personnel and general supervision over all employees of the East Georgia Housing Authority Partners. Work is performed with independence of action, subject only to broad program objectives, direction from the Board of Commissioners, and to pertinent federal laws, rules and regulations.

Education and Experience: Graduation from an accredited four- year college or university with a bachelor’s degree in Business Administration, Social Sciences or related field, however public housing experience will be considered. Extensive, progressively responsible experience in financial planning, administrative management, public administration or public housing work; or any equivalent combination of training and experience to meet the required knowledges, skills, and abilities.

The Position

The Housing and Residential Services Manager will have an interest in housing and housing  issues as well as helping people navigate and understand the City’s zoning code. Candidate will work with citizens, homeowners, developers, community groups and others to address housing needs faced by citizens of Canton. The candidate will also assist home/landowners, business owners, builders, and developers in applying the zoning code to their projects as well as providing internal support to the development process. 

The professional would be responsible for developing, implementing, and providing assistance to citizens within the City of Canton as it relates to their housing and zoning needs.    

Other responsibilities include: managing and administering complex and technical, financial,  statistical, analytical work of housing programs; provides assistance in researching, writing, and submitting grant applications (local, state, federal, private/public) related to housing and housing development; collaborates with local, state, and regional agencies to provide homebuyer education, homeowner maintenance & budget training and other housing related education; participates in organizations such as Canton Housing Authority and other housing related organizations as identified; develops opportunities for community education and advocacy regarding affordable  housing, home ownership opportunities, housing rehabilitation, homeless prevention, homeless services, and housing topics. 

Coordination will be key component of success of this position. Coordinating with existing staff members, Development Services Manager, Zoning Administrator and City Planner will aid in the  development of affordable housing initiatives to address the housing needs as faced by citizens of Canton. The successful candidate will coordinate housing, zoning, and homeless prevention efforts with other local and regional partners including Canton Housing Authority, Department of Community Affairs, developers, builders, business owners, community groups, and local non-profits. 

Minimum Requirements

Bachelor’s degree or 5 years’ experience in one or more of the duties required. Familiarity and experience with various funding sources for affordable housing, including Georgia Department of Community Affairs; experience in grant administration desired. Experience in affordable housing initiatives and/or construction related field desired. Must be familiar with Microsoft Office applications. Bilingual a strong plus.

The Housing Authority of the City of Soperton (HACS) oversees the operation of 120 units of public housing at 4 sites in Soperton, GA.  The Housing Authority of the City of Soperton is an Equal Opportunity Employer and is currently in need of 2 experienced and ambitious MAINTENANCE MECHANICS. These positions report to the Maintenance Supervisor and the successful candidate will be responsible for assisting with all maintenance activities while remaining in compliance with all   U.S. Department of Housing and Urban Development’s (HUD) rules and regulations. In addition to following all Federal, State, and local laws, the qualified applicant must abide by all established Housing Authority policies and internal controls.

The successful candidate must be able to perform any routine maintenance in the apartments, as well as clean, paint and prepare vacant units for occupancy. The candidate may also perform general grounds keeping tasks as needed to maintain the clean, neat appearance of properties operated by the HACS.

The ideal candidate will also be responsible for performing a variety of structural, plumbing, electrical and building maintenance. The work involved includes repair and replacement of items such as windows, doors, gutters, cabinets, walls, ceilings, toilets, faucets, water lines, electrical outlets, and light fixtures.  In addition, the individual will also perform all preventive maintenance tasks related to equipment, vehicles, etc. The successful candidate must be a self-starter, be willing to learn, and be able to effectively work with a diverse group of people to achieve the desired outcomes. HVAC experience and certification is a plus.

Minimum Qualifications: Ability to read and write in English plus some previous experience in building or apartment maintenance, or an equivalent combination of previous construction experience. The Canton Housing Authority is seeking an experienced and innovative public housing administrator or Executive Director to oversee and direct a small public-housing agency located in Canton, Georgia, having 145 public-housing units, along with an anticipated future non-profit to engage in housing-related projects, including pursuing available grants.  The Executive Director supervises between 2 to 7 employees.  (See attached Job Description).  The position reports to a Board of Commissioners who have presently undertaken a proposed RAD development potentially involving the use of tax credits and new construction.  This PHA is presently pursuing but has not yet converted any of its public-housing units to RAD but do expect to convert.  Persons who also have development and LIHTC related experience are encouraged to apply.  All interested persons and resumes should be mailed, or emailed, to the following address by no later than July 16, 2021:
