The GAHRA Human Services – Resident Support Committee is planning for the 16th Annual GAHRA Resident Leadership Development Conference. The conference will be held October 13-15, 2017, at Epworth By The Sea, St. Simons Island, GA. The registration cost for the conference will be $115.00 per person. This fee includes conference materials and other conference amenities. Rooms will book up quickly, so make your reservations now! We are not making plans for Housing Authorities to stay elsewhere.

We ask that you complete the attached Registration Form and return it along with payment by 5:00 p.m. September 8, 2017, so that we may finalize our plans. Registration is limited to the first 140 people.

HOUSING SPECIALIST
POSITION SUMMARY:
This is responsible technical work in all phases of the operation of the Housing Choice Voucher program(s).  This position is responsible for accurately taking applications, performing certification’s, maintaining landlord and resident records, interacting with other housing authorities and various community agencies, and negotiating and preparing HAP contracts conducting briefings publicizing the program.  The Housing Specialist also is responsible for more than one specialized function/duty in addition to the regular duties of a Housing Specialist.

FINANCE PORTABILITY SPECIALIST

The Housing Authority of Fulton County, Georgia (HAFC) is seeking an experienced Finance Portability Specialist.  As of April, 2017, the HAFC currently owns and/or manages Housing Choice Vouchers (approximately 850), and Ports administered by HAFC (more than 1300), as well a portfolio of Mixed-Finance ACC Units, RAD/Project-Based Vouchers, Project-Based Vouchers, Low Income Public Housing Units, Bond-Financed Properties, and Conventional Home-Ownership.

POSITION SUMMARY:

Under the direction of the Director of Finance, this position is responsible for performing a variety of tasks as they relate to Portability of tenants, absorptions of tenants, posting portability payments, records maintenance, mailing monthly billings, reviewing rent changes, reviewing HUD-forms 50058 and completes the 52265 for billing purposes, reconciling tenant’s outstanding balances, contacting PHA’s for outstanding balances, and other related financial tasks.  Performs a variety of administrative and technical tasks in accordance within the rules and regulations of HAFC housing assistance programs.

As part of a team, the Finance Portability Specialist proactively works billing and collections for over 250 initial, public housing authority (PHA) “port-in” receivables accounts. Works with PHA’s to reconcile any outstanding balances and communicates with Housing Choice Voucher (HCV) “portability specialists” to assure timely and correct Payments received.

The Finance Director is responsible to administrate and lead the financial functions of the HAFC which requires the individual to direct, monitor and implement the financial activities of the agency and its affiliated nonprofit and not-for-profit affiliates. The work involves ensuring maximum utilization of a variety of administrative and supervisory skills including maintaining financial records and preparing reports; reviewing and approving general ledger entries; and, preparing and analyzing the agency’s operating budgets. Reports to the Executive Director and assists on all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and the securing of new funding. Maintains expert knowledge of Conventional Public Housing, Housing Choice Voucher Program to include Project-Based Vouchers, Tax Credits, Bond Financing, Capital Fund and Mixed-Finance Development.

The position requires a minimum of Bachelor’s degree with major study in accounting, finance, business administration or a related field from an accredited college or university and five (5) years’ progressive experience in related field to include, supervision at a department level position preferably in a housing type organization employing computerized data base systems. Strong finance/accounting, analytical, organizational, management, and communications skills, and prior experience in interpreting governmental regulations and regulatory enforcement or compliance, required. Knowledge of the general operation and procedures of a Public Housing Agency.

As of January 2017, the HAFC currently owns and/or manages Housing Choice Vouchers (847); Ports administered by HAFC (1313); Mixed-Finance ACC Units (132); RAD/Project-Based Vouchers (100); Project­Based Vouchers (90); Low Income Public Housing Units (9); Bond-Financed Properties (6); and Conventional Home-Ownership (1).

Under the direction of the Executive Director, this position provides day-to-day administration oversight and monitoring of the HCV programs to include, the Family Self Sufficiency (FSS) program and performing quality control reviews. Ensures that policies and guidelines, established by the HAFC and the United States Department of Housing and Urban Development (HUD) are followed. The HCV Supervisor will be responsible to supervise, assign, review and monitor work of staff responsible for providing HCV program services to include, FSS to participants and ensure compliance with all related Housing and Urban Development (HUD) regulations and agency policies.

A Bachelor’s degree in Business Administration, Social Science or a related field is preferred. A minimum of three (3) years of experience administering the regulations that govern subsidized housing and HCV Programs including or supplemented by experience in data collection and analysis, and quality control or risk assessment, or an equivalent combination of education and experience. SEMAP and PHA experience is a preferred. Knowledge of HUD and federal regulations as it relates to the HCV Programs to include HUD forms, policies and procedures. Knowledge of Conventional Housing Programs to include, Mixed-Finance and traditional public Housing will be considered an asset.
